Avon calls a summit conference at Xenon base, bringing together the five most powerful
anti-Federation factions. Their aim is to try to mass-distribute the antidote to the
suppressant drug the Federation use to pacify the planets they control.

However, Zukan - one of the most powerful warlords at the conference is under Servalan's
control. He detonates bombs throughout the base, and discharges a lethal virus into the air
to kill off any survivors.
